I have a WordPerfect document that I am saving as a PDF.

How do I make the pdf "flat" so people cannot take apart the text and
graphics of the pdf after it is saved?

I am using cutepdf and Wordperfect 12.

You don't want OTHER FOLKS to edit YOUR PDFs, but you want to edit OTHER
FOLKS' PDFs.

Do I have that right?

You may be able to save the pdf file from your viewer program as an image;
that would prevent others from changing the content.
